ISPM 15 — International Standards for Phytosanitary Measures

ISPM 15 is the international standard governing the treatment of wood packaging materials used in international trade. Its purpose is to prevent the spread of invasive insects and diseases through raw wood products.

Key Requirements

  • All solid wood packaging material must be debarked and treated
  • Approved treatments include Heat Treatment (HT) to 56°C core temperature for 30 minutes
  • Methyl Bromide fumigation (MB) is being phased out in many countries
  • Treated pallets must bear the IPPC/ISPM 15 compliance stamp
  • The stamp must include: IPPC logo, country code, producer number, and treatment code

When Is ISPM 15 Required?

Any time solid wood packaging (pallets, crates, dunnage) crosses an international border. This applies to both the packaging itself and wood used to secure goods within containers.

All Commercial Pallet heat-treated products meet ISPM 15 requirements and carry the appropriate stamps for international shipping.

GMA Pallet Specifications

The Grocery Manufacturers Association (now Consumer Brands Association) established the standard 48×40 inch pallet specification that has become the backbone of American logistics.

GMA Standard Specifications

  • Dimensions: 48 inches long × 40 inches wide
  • Weight capacity: 2,500 lbs (dynamic), 2,800 lbs (static)
  • Top deck: 7 boards (3.5" wide with gaps)
  • Bottom deck: 5 boards
  • 3 stringers, notched for 4-way entry
  • Overall height: approximately 6 inches

NWPCA — National Wooden Pallet & Container Association

The NWPCA is the largest organization of wood packaging professionals in the world. They provide industry guidelines, pallet design software (PDS), and the Uniform Standard for Wood Pallets.

Pallet Design System (PDS)

The PDS is an engineering tool that helps designers optimize pallet construction for specific load requirements, reducing material waste while ensuring structural integrity.

Uniform Standard for Wood Pallets

This standard establishes a common language for pallet grading, dimensions, and quality specifications used throughout the industry.

Additional Standards & Regulations

  • ASTM D1185: Standard test methods for pallets and related structures, including compression, bending, and impact resistance testing protocols.
  • ISO 6780: Flat pallets for intercontinental materials handling — principal dimensions and tolerances for standard pallet sizes used in global trade.
  • OSHA 1910.176: Handling materials and storage safety requirements. Covers proper stacking heights, aisle clearances, and condition standards for pallets in the workplace.
  • FSMA (FDA): Food Safety Modernization Act requirements for food-contact pallets. Addresses sanitation, contamination prevention, and traceability for wood packaging in food supply chains.
  • AIB Standards: American Institute of Baking pallet requirements for food facilities. Specifies pallet condition standards for facilities handling human and animal food products.
  • NFPA 13: National Fire Protection Association standard for sprinkler system clearances around pallet storage. Dictates clearance requirements for idle pallet storage areas.
  • MIL-STD-1660: Military standard for unitized cargo — specifies pallet requirements for defense logistics and military supply chain operations.
  • CHEP / PECO Standards: Pooling company specifications for returnable pallets. Defines quality grades, dimensional tolerances, and acceptance/rejection criteria.

Export Compliance Checklist

Ensure your wood packaging meets international shipping requirements.

Before Shipping Internationally

  • Verify destination country accepts ISPM 15 heat-treated wood
  • Confirm all wood packaging (pallets, crates, dunnage) is treated
  • Check that IPPC stamp is visible and legible on each unit
  • Ensure stamp includes country code, facility number, and HT mark
  • Remove any bark — debarked wood is required by ISPM 15
  • Keep treatment certificates on file for customs inspection

Country-Specific Requirements

  • Australia & New Zealand: additional fumigation may be required
  • China: enhanced inspection for North American shipments
  • EU: phasing out Methyl Bromide — heat treatment only
  • India: fumigation certificate required in addition to ISPM 15 stamp
  • Brazil: treatment must be within 21 days of export
  • Canada: ISPM 15 not required for US-Canada shipments (NAPPO exemption)

Pallet Performance Testing

Standard tests used to evaluate pallet strength, durability, and suitability for specific applications.

Compression Test

Measures resistance to vertical crushing force. Simulates warehouse stacking loads. Results reported in pounds-force at failure.

Bending / Deflection Test

Measures deck board sag under load. Critical for racking applications where center span deflection affects safety and product integrity.

Impact / Drop Test

Pallet is dropped from specified heights (typically 12-48 inches) to simulate rough handling. Evaluated for structural damage and load retention.

Corner Drop Test

Loaded pallet dropped on a single corner from 24 inches. Tests block/stringer integrity and fastener holding strength under worst-case impact.

Vibration Test

Simulates road transport vibration. Evaluates whether fasteners loosen, deck boards shift, or structural joints weaken over extended transit periods.

Moisture Content Test

Kiln-dried lumber must be below 19% moisture. Heat-treated wood (ISPM 15) has no moisture specification but lower moisture improves mold resistance.

Food Industry Pallet Requirements

FSMA Compliance

The FDA Food Safety Modernization Act requires that all materials in contact with food products — including pallets — do not introduce contamination. Wood pallets used in food warehouses must be clean, dry, free of visible mold, and in good structural condition. Broken or excessively worn pallets must be removed from food-handling areas.

AIB / SQF / BRC Audit Requirements

Food safety audit frameworks (AIB, SQF, BRC) include pallet condition in their facility inspection criteria. Auditors check for protruding nails, splinters, mold, chemical stains, and structural damage. Facilities typically need a documented pallet inspection and rejection program.
